The judicial action comes as a major relief for scores of Indian IT professionals, which had voiced their opposition to the visa suspension. In the US, around six lakh people hold H1-B visas with Indians making up around 70%. Annually around 85,000 Indians are issued the , visa which gives them the right to work in the US. Trump had issued an executive order in June 2020 suspending the entry of foreign nationals on H-1B, H-2B (issued for non-agricultural seasonal workers), and J and L (visas for cultural exchanges and managers, respectively). The suspension was till December 31. In his ruling, US District Judge Jeffrey White said Trump exceeded his brief as the Constitution vests the power to set immigration policy with Congress and not the president. The ruling was in response to a suit filed by various industry bodies with tech giants such as Google, IBM and Microsoft as members. Despite this, the conviction rate is as low as 27.8%. This means, from 100 accused only 28 gets convicted. The figures collated from NCRB assumes significance as it shows how in many cases, victims don’t approach the police authorities complaining about the rape or sexual assault. With the gangrape in Hathras and other incidents of sexual assault comes into light, NCRB data reveals the rate of crime against women increased from 58.8 in 2018 to 62.4 in 2019. There were 32,033 incidents of rape and the crime rate for rape was the highest in Rajasthan, where 5,997 incidents of rape were reported during 2019. Uttar Pradesh reported 3,065 incidents, followed by Madhya Pradesh at 2,485 incidents, Maharashtra 2,299 and Kerala 2,023. Delhi had reported 1,253 rape cases. One of the common reasons for criminals not getting their due punishment is the poor investigation by police. Reasons such as hostility of witnesses and complainants and the familial pressure on the victim also play a role. Even the Supreme Court had observed the 90 per cent of rape cases ended in acquittal. “The situation is going from bad to worse,” a SC bench had said. Of the total deaths, the highest — 37,490 — have been reported in Maharashtra followed by Tamil Nadu which has seen 9,586 deaths so far. Karnataka, has reported the third highest number of deaths at 8,994. Globally, India, so far, has the third highest Covid-19 deaths after the US which has reported over 2 lakh deaths and Brazil where 1.4 lakh deaths have been registered. The deaths in India are still growing at a rate of 1.1% even though the overall case fatality rate has been declining and has now reached 1.6%. The Centre has been stressing that the overall case management has improved in most parts of the country due to better clinical management and prompt response of the health systems.
